Formula & method

Pixelation works by downsampling: the image is drawn to a small off-screen canvas (its size set by your block value) and then drawn back to full size with image smoothing disabled. Disabling smoothing makes each shrunken pixel expand into a solid square block, which destroys fine detail — exactly what you want when censoring sensitive content.
